Character Overview
In Grand Theft Auto VI promotional footage, an eccentric firearms dealer named Phil appears in a noisy local television commercial pitching surplus weaponry to Leonida residents.
Longtime series fans immediately noted the resemblance to Phil Cassidy, the iconic one-armed military veteran and arms dealer from the 3D-universe titles (GTA III, GTA: Vice City, GTA: Liberty City Stories, and GTA: Vice City Stories).
